Direct Initiative - A process in which citizens can petition to have a proposal law on a ballot and, if passed, the proposal becomes law, without any approval or involvement of the governor of the legislature Indirect Initiative - A process in which citizens petition to have a proposed law on a ballot and if passed , the law goes to the legislature for adoption , modification, or rejection. How it gets on the ballot - A specified number of signatures from registered voters is required. The requirements for passage - A majority vote is necessary. Political Involvement of the Governor and the Legislature: Direct Initiative - The citizens act directly bypassing the Governor and Legislature . Indirect Initaitive - The Legislature can place it on the ballot verbatum or modify it before placing it on the ballot. The Florida Constitution Article XI Sec 3 reads: 1SECTION 3. Initiative.--The power to propose the revision or amendment of any portion or portions of this constitution by initiative is reserved to the people, provided that, any such revision or amendment, except for those limiting the power of government to raise revenue, shall embrace but one subject and matter directly connected therewith. It may be invoked by filing with the secretary of state a petition containing a copy of the proposed revision or amendment, signed by a number of electors in each of one half of the congressional districts of the state, and of the state as a whole, equal to eight percent of the votes cast in each of such districts respectively and in the state as a whole in the last preceding election in which presidential electors were chosen. | |||||||||||||||||||||||

General Referendum - Acts of legislature are submitted to voters for concurrence or rejection. How it gets on the ballot - Following legislative approval it must be placed on the ballot by law. The requirements for passage: Must have a majority vote for passage. Advisory Referendum - Voters provide advice on whether legislature should pass certain legislation. How it gets on the ballot -The legislature submits proposals to the electorate. Requirements for passage - The legislature takes the opinion of the electorate into account. Political involvement of the legislature and governor - The citizens act only of the legislature gives them the opportunity. Popular Referendum - Voters decide whether to reject law enacted by legislature. How it gets on the ballot - A required number of signatures is needed in a specific amount of time to be placed on the ballot. Requirements for passage : There must be a majority vote to recall an elected official from office. Political Involvement of Governor and Legislature : The citizens act directly, bypassing the Governor and Legislature to remove the elected official from office.
